East Java KIP Drafts Guidelines for Information Services

The East Java Information Commission (KIP) will draw up technical guidelines for information service standards in village level as an initial step to prevent financial misappropriation in village level, especially with the incoming village fund of Rp2 billion in 2015.

East Java KIP commissioner Mahbub Junaidi said the guidelines formulation is in its final phase and expected to finish in January or February.

“After that, we will work with the East Java Government to draft MoU,” said Mahbub on Monday (12/1/2015).

The guidelines will be disseminated to regencies, districts and villages and help village governments implement information transparency in the village fund.

KIP believes if villages are able to provide transparent information, financial misappropriation can be prevented.

Throughout 2013 and 2014, 40 percent of complaints filed to KIP were related to financial management and budget program of public bodies.

East Java Ombudsman assistant Achmad Khoirudin said people’s awareness to obtain information or report public bodies is relatively high.

“Most of the reports from the people were due to dissatisfaction with the information given by public bodies,” he said.

East Kalimantan PWI Calls for Transparency

“This is a warning for working units (SKPD) and institutions that are still not transparent in this era of public information openness. Those who are ‘stingy’ in giving information will be subjected to one-year imprisonment.”

The above statement was conveyed during a press conference with South Kalimantan Governor about public information openness in South Kalimantan at East Kalimantan Chapter of the Indonesian Journalist Association (PWI) building.

East Kalimantan PWI chairman Fathurahman said public information openness is important and people’s awareness towards information openness must be increased.

East Kalimantan Information Commission chairman Samsul Rani said the East Kalimantan Information Commission was established in 2014.

“Refusing to provide information will get you jailed for one year. If there is nothing wrong with your institution, then you shouldn’t be afraid to provide information,” he said.

Ganjar Pranowo: Villages Must Have Public Information

Every village should have public information for their villagers so that they know about the funds used to develop their villages, as stated by Central Java Governor Ganjar Pranowo.

According to Ganjar, in order to be able to provide such information, villages need to improve their capacities by participating in courses held by the Village Empowerment Agency (Bapermades).

“We will guide them and people will monitor. The courses are the voices of village officials who already have awareness to develop their villages, which is great,” said Ganjar.

KNPI Demands Openness from BKD

West Bangka – Zulfitri Ramli, chairman of the West Bangka chapter of the National Committee of Indonesian Youth (KNPI), lamented Regional Employment Agency (BKD) head Ismanto’s refusal to comment on the plan to auction the position of Regional Secretary.

According to Zulfitri, the announcement regarding the auction has been published in several media.

Zulfitri continued that as a public official, Ismanto should uphold public information openness as stipulated in Law No. 14/2008 about public information openness. Moreover, information on position auction is the authority of Ismanto the head of BKD.

“Ismanto should be open in providing information because it is for public interest and already regulated by the law which requires every public body to provide access to public information,” said Zulfitri on Monday (24/10/2016).

Ambon City Journalists Discuss UU KIP Implementation

Journalists from various media in Ambon City discussed implementation of Law No. 14/2008 about Public Information Openness (KIP) in bureaucracy in Maluku and establishment of Maluku Information Commission (KI) on Monday (5/1/2015).

The discussion that was held by the Tifa Damai Maluku Institute (ITDM) and the Regional Research and Information Center (PATTIRO) resulted in four proposals, including encouraging the Maluku government to establish Information and Documentation Management Official in 10 regencies or cities and assessment and revision of Ambon City Mayor Instruction No. 1/2013 about Standard Operating Procedure (SOP) on Information Services to avoid centralization.

“Other proposal is revision of synchronization between Law No. 40/199 about Press and Law No. 14/2008 about KIP,” said ITDM director Ustus Pattipawae.

Yustus said journalists need not have to worry if UU KIP would hamper process and access to obtain information from public officials at the law regulates that if journalists ask for information, the applicable law is Law No. 44/1990 about Press.

Yustus continued that the Maluku government must be pushed to implement UU KIP in 10 cities immediately because since the law was issued in 20088, only Ambon City has officially established its own KI on 31 January 2013.

“Our province is slower compared to other provinces. There needs to be a joint movement to push local governments to form KI,” said Yustus.

KPKNL Sues KI Ruling to PTUN

Palangkaraya – The Palangkaraya State Asset and Auction Service Office (KPKNL) has appealed for the Central Kalimantan Information Commission’s (KI) decision to order KPKNL to provide information on names and addresses of auction buyers on 8 March 2004.

KPKNL also sued KI’s ruling to the Palangkaraya Administrative Court (PTUN)

Central Kalimantan KI chairman Satriadi said KPKNL’s lawsuit is in accordance with Article 47 and 488 of Law No. 14/2008 about Public Information Openness and Article 60 of Information Commission Regulation No. 1/2013 about Public Information Dispute Resolution Procedure.

Satriadi explained that KPKNL filed lawsuit against KI’s ruling, not KI itself as according to Supreme Court Regulation No. 2/2011, KI cannot become defendant.

The Supreme Court Regulation also stipulates that 14 days since the appeal is registered, KI will be requested to submit a copy of their ruling on the information dispute.
