Election Commission has Clarified on Leaked Allegation of Debate Material for Presidential Candidates

Jakarta, – Commissioner of General Election Commission, Sigit Pamungkas has clarified the leaked allegation of debate material for Presidential candidates in the first round that aired on several television stations on Monday (June 10th, 2014).

Sigit asserted, the leaking of debate material with theme “Democracy Development, Good Governance and Legal Certainty” alleged to one of the presidential candidate is overwhelming. He explained it during a press conference at the Media Center of Election Commission on Monday (June 16th).

As we know, the allegation was appeared after the meeting between the commissioner of election commission Hadar Nafis Gumay, the politicians of PDIP Party Trimedya Panjaitan and Police Commissioner General Budi Gunawan. Hadar, Sigit and other KPU commissioner were clarifiy the meeting at the press conference.

Hadar explained the details of the events that occurred at Satay House Senayan, Menteng, Jakarta, on Saturday (June 7th) evening. According to him, there is no planned meeting between himself and Trimedya, it is accidental. While with Budi Gunawan, Hadar confirmed that he had never met in Satay House Senayan.

The meeting was published then by asatunews.com on Tuesday (June, 10th) with the title “The Meeting between Gumay, Budi and Trimedya are related with Candidates Debate?”

According to Sigit Pamungkas, Hadar meeting with Trimedya Panjaitan and Budi Gunawan occurred on June 7th, 2014. While, finalizing of debate material have been solved by moderator on June 9th, 2014.

“Additionally, if it traced again, when a small team discussion about the material, Hadar is not completely watch. He did not know about question. So it is too much that Mas Hadar called leaked the material,” said Sigit as quoted by the official website of election commission, http://kpu.go.id.

Over that news, Election Commission in institutionally will cast admonition to Asatunews.com. “Although this news has concerned me personally, but the effect of all is makes the institution is perceived poor by public,” said Hadar. (AA)

Jakarta – The number of polling stations in the 2014 Presidential Election will shrink about 67.464, in legislative elections the number of polling stations are around 545,803, while the presidential election would be decreased to 478.339. The depreciation is due to merger of some polling stations.

According to the Commissioner of Election Commission, Ferry Kurnia Rizkiyansyah, as quoted by Kompas on Wednesday (June, 11th), the shrinkage was due to the maximum of voters number at polling stations according to the Presidential Election Law reached 800 people, while in legislative elections, the voters has reached 500 people.

According to him, the regrouping which combines with some polling stations, the duties of election commission will also more efficient and saving the budget.

While Masykuruddin Haafiz of JPPR did not asking about the polling stations depreciation. But he cautioned that Commission must provide information to voters where’s the polling location before the days of election.

Masykur states, based on the experience of voter notification letter, they usually know the election one day before. “In order to know from the beginning where the voters have to vote, a notice must send from the beginning,” he told to kebebasaninformasi.org on Thursday (June, 12th).

If the time of the presidential election was dated on July 9th, Masykur hope the voters already know where the polling stations on July 3rd or 6, 7, and July, 8th. (AA)

Jakarta, – JPPR appreciate the speed of the General Election Commission in delivering  vision and mission of the President and Vice Presidential candidates that will be chosen on July 9th via website. But, who knows about percentage of voters that already know.

“In terms of the speed of delivering information, the Commission should be appreciated, but the question is, are the information was already evenly?” said Haafiz Mayskuruddin from JPPR to kebebasaninformasi.org on Thursday (June, 12th).

On the website, according to him, it can be identified and how much the data access from regions where it accessed. “I think the region which most accessing is from the Java Island. So through the website, it cannot be said that the information is evenly distributed to all voter. In terms of equitable, the information is not enough distributed, “he added.

Till now, Masykur said that no socialization outside the Commission so that the information are evenly, considering the amount of internet users in Indonesia are around 71.19 million according to data from BPS on 2013.

Masykur added that the vision and mission should be concluded on the presidential and vice presidential poster along with the ballot. Then, it has to be installed in the polling stations. On the day of election, the voters could see the posters and vision-mission of the candidates.

So that voters can find out the vision-mission from the beginning, then Masykur suggested that the posters should been sent outside the ballots and delivered to secluded places, installed in public places such as in the village and sub-district offices.

In order to push the financing, Masykur also suggested that the design should be done at Central Election Commission then the file should be sent to districts with existing budget. (AA)

Former Commissioner of the Independent Election Commission in Aceh, Ilham Saputra said, it is important for election organizer to be open to public about all information of election.

“The current Commission is more open than the previous one, but similar things were not occur in Aceh Independent Election Commission or Election Commission in other areas” said Ilham Saputra, on Saturday (March 15th, 2014) in the Election Openness Training event, organized by Aceh Society for Transparency (MatA) at Oasis Hotel, Banda Aceh on March, 13th – 15th 2014.

According to him, there is need a strong push from the citizen so that KIP could more brave opened about all the election information.

While researchers Indonesian Parliamentary Centre, Erik Kurniawan, expressed in the same event, the openness of election is an important precondition for the society to improve the quality of participation in the democracy party.

“Don’t let people wrong to choose in the election. So that the problems of the nation are not able to resolved by the future parliament”, said Erik.

According to him, Election Commission or Information Commission in Aceh as public institutions is not yet fully open. He said, a lot of information that the public needs which affect the quality of the election is not provided by the Election Commission or the Information Commission.

“In 2009 elections experience should be an important lesson, the previous Commission was not able to present the results data of the election unto TPS level, and it’s important to maintain the integrity of the election results”, he added.

While the Coordinator of Anti-Corruption and Judicial Monitoring (MatA), Bayhaqi said, Election Openness Training that held it involves 14 civil societies in Banda Aceh, either directly focus on election monitoring or indirectly focus on the issue of elections.

“This training aims to give an understanding to civil society on the importance of openness at elections, so it expected with this understanding, civil society can push the openness of information on the elections”, said Bayhaqi.

According to MatA, Bayhaqi said, openness of information on election is necessary because it determining the quality process of the election organizer, the quality of candidates that offered to the public, the quality of the voters (paradigms and understanding), and the quality of the election results (integrity, commitment, and capacity of selected candidates).

The Chief of District Election Commission (KPUD) of DKI Jakarta, Dahlia Umar states that there needs clarity about election information. It is submitted on limited discussion about review on Information Commission Rules Plan (Raperki) at office of Central Information Commission (KIP Pusat), Jakarta (February 6th).

How with the information about medical record  from the candidates or district chief candidates. So far, based on the Central Information Commission Law (UU KIP) it was confidential information. “But if it seen more far, public have the right to know the information about the medical record of its candidates. Previously, there are a case about the district chief who fell sick just one years after officiated and its medical expenses was responsible by APBD“ he added.

Furthermore, there needs limitation on definition of public election organizer which is enough unto public institution that permanent. “If it is General Election Commission, (KPU) it’s only through the Provincials and districts/cities commission, and if it is Election Supervisory Body (Bawaslu), it’s only through the provincial, and Honorary Board of Election Commission (DKPP) is only in national level”, he said.

While according to the member of Central Information Commission, Yhanu Setiawan states about clarity of public information definition based on act that did on election phases implementation that regulated on KPU Laws about election phases. On legal-formal perspective it can be explanations on definition of public information that controlled by the election commission.

There’s need acceleration on procedure to get the public information in election. On regulation of procedure to get the public information, it needs time around 10+7 of work days to get the information. With that condition, it could not absolutely capable to accommodate the interests of information applicants because the election phases is rigid and fast. As submitted by member of Central Information Commission (KI Pusat) Yhanu Setiawan on limited discussion review about Information Commission Rules Plan (Raperki) at office of Central Information Commission, Jakarta (February 6th).

“Consequently, we advice the specific setting with speeding up the time of information public service into 2+2 of work days on this Rapeki Draft”, he said.  This acceleration is needed so that on each election phases which scheduled and its time was limited, public right on election information still can be filled.

“The spirit that we want to push on this Raperki is bring public institution as information provider more close with all information applicants via fast information access“, he closed.
