Observers of Constitutional Law, Refly Harun, asserted that the civil society as a direct voters have the right “to press” the Jakarta District Parliament.

“Build our triangle, local government, regional head, and District Parliament. Our civil society have not been strong,” said Refly, when being speaker of public discussion of the Youth Pledge openness in the Jakarta District Parliament, on Tuesday (October 28th, 2014).

In a discussion with the theme “Regulation of the Jakarta District Parliament”, Refly asked the public to not rely only on the Ministry of Internal Affair and the President to press the Parliament. Society, he said, have the right to ask transparency for district parliament.

Refly asserted, civil society should encourage transparency, participation and accountability. He also supports the existence of open meetings to realize this transparency.

According to Refly, the principle of open hearing in Parliament should take precedence, unless there is specific reason that required the hearing to hold closed.

“The reason of normal inspection by the district parliament (held) closed is obscenity. There was infidelity that supposed to be closed. It may not be open at all,” said Refly.

As for the issue of the budget, said Refly, there is no reason for the closed meeting because of substance related to the public discussion. When people know the project and parliament planning, transparency will be created by itself.

“I encourage the Parliament to be independent, participatory, democratically in making policy. It’s okay to be transparent,” said Refly.
