In order to improve public information openness, the Central Kalimantan Information Commission has begun working with the Indonesian Journalists Association (PWI). The cooperation started with the signing of Memorandum of Understanding (MoU) at Batu Suli Internasional Hotel on Wednesday (9/10).
The event was attended by students, government agencies, PWI and NGOs. As a new institution, Central Kalimantan CV faces various problems, especially those that are related bureaucracy and public bodies that tend to be not transparent.
Central Kalimantan PWI chairman Sutransyah said the MoU between KI and PWI sent positive signal for electronic and printed media. He hoped the cooperation could promote transparent information for the public.
Central Kalimantan KI chairman Satriadi said he wanted to build strong cooperation between public bodies, media and society so that people’s right to information could be fulfilled.
“This MoU also serves to support Law No. 14/2008 about public information openness and Law No. 40/1999 on how to promote public information openness in Central Kalimantan,” said Satriadi.

The General Elections Commission (KPU) must issue a regulation about information openness to speed up the spread of information about elections as voters need it.
“Requesting information, starting from submission of request to public bodies to information dispute resolution in the Information Commission, can take around 161 days while time span of appealing for election dispute is only three days. There needs to be KPU regulation so that obtaining information does not exceed the time span of election dispute resolution,” said Paramadina Public Policy Institute (PPPI) director Abdul Rahman Ma’mun on Thursday (6/2).
Abdul Rahman went on to say Law No. 14/2008 about public information openness doesn’t particularly contain article about elections information.
“Elections organizers must discuss with the Information Commissions to discuss this matter,” said Abdur, adding that KPU must also be pro-active in spreading information in every elections process.
He praised Perludem’s API Pemilu program which aims to spread elections information to voters so that they can easily find information about elections, such as profiles of candidates, voting regions, etc.
API, which stands for Application Programing Interface, is a mobile app that is more than just a portal. With this format, API will provide freedom and ease for app developers to create social media or web-based app. It contains database of elections that people can access freely.

7 November 2013 Banda Aceh City has been ranked first by the Aceh Information Commission (KI) in the implementation of public information openness in 2013 based on evaluation towards government agencies. Aceh KI chairman Afrizal Tjoetra said the goals of the evaluation were to:
- Accelerate implementation of public information openness law and Information Commission regulation about public information service standards.
- Give appreciation to public bodies and city governments that have implemented the public information openness law well.

Eleven agencies in the Southeast Sulawesi (Sultra) Province Government were tried by the Central information Commission (KIP) on Wednesday (13/11/2013) as they provided no response to requests for budget and working plan (RKA) and budget execution documents (DPA) from the Kendari branch of the Islamic Students Association (HMI).
“Almost all of them didn’t provide any answers which shows that public bodies don’t care about requests from the public. The requested information should also have been provided even without being requested,” saidd KIP commissioner Rumadi.
According to Rumadi, almost all of the public bodies violated Law No. 14/200 about public information openness as they seem to hide data that should’ve been for the public to know.
Before filing for information dispute to the Information Commission, HMI had submitted requests for several documents to the 11 agencies.
However, after passing the deadline to respond to information requests as regulated by Law No. 14/2008, the 11 agencies didn’t fulfill the requests.
The KIP then appointed commissioners Henny Widyaningsih, Evy Trisulo and Dyah Arini to conduct trial for the dispute.
Rumadi said if there was no problem in the investigation, commissioners could give the disputing parties a chance by conducting mediation. For mediation, the KIP has also prepared the mediators which are also the commisioners

The East Nusa Tenggara’s (NTT) Anti-Corruption Unit continues their investigation of alleged corruption of School Operational Assistance (BOS) funds for junior high school students in Kupang in the amount off Rp23 billion in 2011 and 2012.
The BOS fund, which are managed by the Kupang Youth and Sport (PPO) Agency, have allegedly had its data of recipient manipulated, which led to fund disbursement of Rp12.7 billion out of Rp23 billion to be allegedly fictitious.
Anti-Corruption Unit investigator Bripka Riai said the police are currently gathering evidence and parties to probe, including government officials. “We will probe NTT Governor,” he said on Wednesday, 11 November 2013.
According to Rifai, NTT Governor will be interrogated in early 2014. The police need the governor’s explanation regarding his policies as the regional head as BOS funds, which come from the central government, are included as revenue stated in NTT’s provincial budget.
Rifai explained that there were 17,911 student recipients of BOS funds in the amount of Rp12.7 billion in 2012. However, after thorough investigation, the police concluded that all of those recipients didn’t match with the existing data. “The data may be manipulated by PPO Agency officials when they compiled the data of recipients,” said Rifai.
NTT Governor Frans Lebu Raya has not given his confirmation as he is currently in Jakarta. PPO Agency chief Klemens Meba refused to provide explanation and always turned down reporters.
