BOS Funds Transparency Low

Transparency and accountability in the use of School Operational Assistance (BOS) funds is very low even though the program has been implemented for five years. The use of the funds should involve parents of students from planning to reporting.

According to World Bank’s research, most parents have heard of the program, but only a few parents know more detailed information about the program, especially about the use of the funds.

The research was conducted on 3,600 parents from 720 schools in several regions in Indonesia. The result shows that 71.6 percent of parents don’t know about BOS reports and 92.65 percent have never seen school’s announcement board about BOS. Besides that, 89.58 percent of parents didn’t participate in BOS planning and provide recommendation or suggestion to the school’s principal.

Ade Irawan from the Education Coalition said that the drafting of schools’ budget and expenditure, including the use of BOS, is still top-bottom which is why transparency and accountability are almost non-existent.

According to Ade, the use of BOS funds in schools also reflects the condition of educational condition that is still top-down. Moreover, the government confidently claimed to be able to provide basic education for free with BOS. However, the reality is that schools are struggling because BOS is not enough to provide ideal education.

KPU Urged to Draft Election Information Openness Regulation

The General Elections Commission (KPU) must issue a regulation about information openness to speed up the spread of information about elections as voters need it.

“Requesting information, starting from submission of request to public bodies to information dispute resolution in the Information Commission, can take around 161 days while time span of appealing for election dispute is only three days. There needs to be KPU regulation so that obtaining information does not exceed the time span of election dispute resolution,” said Paramadina Public Policy Institute (PPPI) director Abdul Rahman Ma’mun on Thursday (6/2).

Abdul Rahman went on to say Law No. 14/2008 about public information openness doesn’t particularly contain article about elections information.

“Elections organizers must discuss with the Information Commissions to discuss this matter,” said Abdur, adding that KPU must also be pro-active in spreading information in every elections process.

He praised Perludem’s API Pemilu program which aims to spread elections information to voters so that they can easily find information about elections, such as profiles of candidates, voting regions, etc.

API, which stands for Application Programing Interface, is a mobile app that is more than just a portal. With this format, API will provide freedom and ease for app developers to create social media or web-based app. It contains database of elections that people can access freely.

Tegalrejo Residents Demand Village Government Transparecy

WONOSARI – Residents of Tegalrejo, Gari, Wonosari protested at Gari Village Hall on Monday (01/12/2014) as they were concerned with the village government’s policies that seem to exclude them. There were even local residents’ marriage that was handled directly by the village government without going through hamlet first.

“People demand transparency. There should be hamlet’s involvement if a couple wants to get married,” said Suparjo, a Tegalrejo resident.

The protesters demand that the village government be more transparent and orderly so that any programs or activities can create welfare for the people.

The protesters met with Wonosari District Head Iswandoyo and People’s Welfare Head Budi Antoro.

Iswandoyo asked the protesters to convey their aspirations in an orderly manner and that all problems should be solved without peacefully. (Ded/KRjogja.com)

East Java KIP Drafts Guidelines for Information Services

The East Java Information Commission (KIP) will draw up technical guidelines for information service standards in village level as an initial step to prevent financial misappropriation in village level, especially with the incoming village fund of Rp2 billion in 2015.

East Java KIP commissioner Mahbub Junaidi said the guidelines formulation is in its final phase and expected to finish in January or February.

“After that, we will work with the East Java Government to draft MoU,” said Mahbub on Monday (12/1/2015).

The guidelines will be disseminated to regencies, districts and villages and help village governments implement information transparency in the village fund.

KIP believes if villages are able to provide transparent information, financial misappropriation can be prevented.

Throughout 2013 and 2014, 40 percent of complaints filed to KIP were related to financial management and budget program of public bodies.

East Java Ombudsman assistant Achmad Khoirudin said people’s awareness to obtain information or report public bodies is relatively high.

“Most of the reports from the people were due to dissatisfaction with the information given by public bodies,” he said.

East Kalimantan PWI Calls for Transparency

“This is a warning for working units (SKPD) and institutions that are still not transparent in this era of public information openness. Those who are ‘stingy’ in giving information will be subjected to one-year imprisonment.”

The above statement was conveyed during a press conference with South Kalimantan Governor about public information openness in South Kalimantan at East Kalimantan Chapter of the Indonesian Journalist Association (PWI) building.

East Kalimantan PWI chairman Fathurahman said public information openness is important and people’s awareness towards information openness must be increased.

East Kalimantan Information Commission chairman Samsul Rani said the East Kalimantan Information Commission was established in 2014.

“Refusing to provide information will get you jailed for one year. If there is nothing wrong with your institution, then you shouldn’t be afraid to provide information,” he said.
