East Kalimantan Information (KI) chairman Jaidun urged all public bodies in East Kalimantan to implement public information openness by utilizing their respective official website.
“The problem is many websites are still not in accordance with the public information openness law (UU KIP). Much information is still not published, such as the finance. Only a few public bodies that update information on their budget,” said Jaidun.
Therefore, he asked for support from C omission I members of East Kalimantan DPRD and the East Kalimantan Government to remind their agencies to utilize their website. They should at least update any activities related to their agencies on their website.
“I hope every citizen knows every activity that uses the state budget so that people can oversee the use of state budget.
Jakarta Information Commission Selection Committee chairman Danardono Siradjudin said website is one of the ways to publish information from public bodies. He added that good website should provide information on which types of information public bodies can provide, online services to request information and which number people can contact to ask about information request.
Danar further explained that website is the reflection of public bodies. “If the website is good, then the public body who manages that website should also be in a good condition,” said Danar.

32 cases of information disputes so far this year still remain unprocessed in East Java Information Commission (KI) due to structural changes in Information Commission Regulation No. 1/2013 about Public Information Dispute Resolution Procedure.
According to East Java KI commissioner Daan Rahmad Tanod, the regulation has a clause that states information dispute case must be registered by a clerk who is, in this case, is the East Java KI secretary.
“However, no secretary has been appointed,” said Daan on Tuesday (23/7/2013).
Before the regulation is officially implemented, all information disputes can be solved because Information Commission Regulation No. 2/2010 that only appoints commissioner as clerk is still in place.
“Next month, we will try to use our discretion for the new regulation so that all cases can be resolved fast,” said he said.
Most of the 32 cases involve NGOs fighting against government and non-government agencies.
The non-government agencies are political parties that consist of Golkar, Hanura, PAN, Democratic Party and PKB. “Most requesters demand budget transparency,” he said.

The General Elections Commission (KPU) has uploaded 165 million names in the list of interim voters to the voter list information system.
“There are around 165 million or 88 percent names in the system. We plan to launch KPU’s official website this afternoon,” said KPU commissioner Ferry Kurnia.
The data is the result of correction from the previous data of 187 million voters that were recapitulated by KPU from all regions, except Papua. “Data from Papua is not yet complete,” he said.
Ferry predicted that there will still be changes in the data depending on verification by KPU officers.
The number of voters can increase if the number of 17-year-old voters are is higher, while the number of voters can decrease if there is double data or deceased voters are still registered.
“Therefore, we hope for public participation in improving our data,” said Ferry.

Many people are apparently still questioning whether budget execution document (DPA) is public information or not. This is also what is happening in West Java Province.
According to West Java Information Commission (KI) chairman Dan Satriana, DPA is public information that is open to everyone. The KI has also issued Circular Letter No. 1/20 that states DPA is public information.
“It is clear that DPA is not exempted information. West Java KI has made the same decision several times. This decision is also supported by the State Administrative Court and the Supreme Court,” said Dan.
According to Dan, the problem in West Java Government is that there is no list of categories of information as reference. Coordination between agencies in providing services must also be improved.
He said obstacles in providing services are caused by the system that is not yet adjusted to public information openness law and Information Commission Regulation.

The Jakarta Provincial Government has implemented Law No. 14/2008 about public information openness (UU KIP) by, among others, providing information through the internet and publishing information on the 2013 provincial budget in the sub-district level.
Since 2000, the Jakarta government has administered www.beritajakarta.com and www.jakarta.go.id to provide information.
Jakarta Legislative Council Commission A member Nadjamatul Faizah said Jakarta citizens who have no access to the internet can obtain information through their respective district office.
Public policy observer Garin Nugroho said the Jakarta government’s effort in publishing information through information boards is a step in the right direction.
“Information about regional budget has been announced in various places. However, the most important thing is how that information is used by the people,” said Garin.
Meanwhile, Jakarta Information Commission chairman Yulianto Wadhiraharjdo said there had been 400 information disputes in Jakarta since September 2013. The number increased from 297 cases in 2012.

Former civil servant Ari Widodo has filed a lawsuit against the Ministry of Finance’s Tax Directorate General for firing him without any clear season to the Central Information Commission (KI).
The trial held on Monday (7/10) at Central KI Room was led by Commissioner Panel chairman John Fresly along with two members Dyah Aryani and Rumadi and attended by Ari Widodo and Tax Directorate General’s PPID. In the trial, Ari Widodo said he had submitted a request regarding the reason of his dismissal. The request consisted of 62 points.
The information included reprimand letter and other documents that stated the reasons of Ari’s dismissal. Ari didn’t receive the documents he requested, which is why he filed for information dispute at Central KI.
The Tax Directorate General said they had conducted a test of consequence which made the requested information being exempted. Kurniawan, the directorate’s representative, said the information Ari requested was exempted and private as stipulated in Article 17 of Public Information Openness Law.
He also said based on the test of consequence, according to Government Regulation no. 53 about Employee Affair, data about dismissal is confidential. The Commissioners didn’t immediately accept the argument and will conduct checking at Tax Office to confirm whether the requested information is exempted.
